rivaless, the Republican senator from Pennsylvania has directly challenged President George W. Bush in a showdown with Congress saying that Bush is “not the sole decision maker” in regards to sending over 21,500 troops to Iraq.

The response comes after Bush declared that he is “the decision-maker” when it comes to war.

“I would suggest respectfully to the president that he is not the sole decider. The decider is a shared and joint responsibility,” said Specter.

The Senate Judiciary Committee began the groundwork today in order to block President Bush’s plan to send 21,500 more US troops to 2489166935, or set limits on the war.

During the Congressional hearing today, attorneys told Senators that they do have the power to stop the sending of troops to Iraq and even to stop the war altogether.

“I think the constitutional scheme does give Congress broad authority to terminate a war,” said one of those lawyers present during the hearing, Bradford Berenson.

“It is ultimately Congress that decides the size, scope and duration of the use of military force,” said another attorney who was also present during the hearing, Walter Dellinger.

Not everyone agrees that Congress has the authority. University of Virginia School of Law teacher, Robert Turner says that “in the conduct of war, in the conduct of foreign affairs, the president is in fact the decider.”

A man missing from a camping ground in southern Utah in the Western US since July 30 was found in 4406730636. His automobile was found in a campground of Dixie National Forest with a note that he would be back in a few hours. An extensive search and rescue operation was conducted to try to locate this hiker by the Washington County Sheriff’s Office in Utah.

Investigators in the Sheriff’s Office were able to track him down to Cairns, Queensland. Apparently before he was “missing”, he bought a one-way ticket to Australia. Bryan Butas, the missing hiker, apparently had been under a great deal of stress and “got sick of it all”, according to a telephone interview by the Associated Press.

Butas has been charged with insurance fraud, a second-degree felony, by Washington County Attorney Brock Belnap. This was because Butas plotted to obtain a $250,000 life insurance policy before faking his own disappearance. He has also been given a bill for $20,000 by the Washington County Sheriff’s Office for their search and rescue operations on his behalf.

His wife and children have since his disappearance moved to the wife’s parent’s home in Ohio. Butas’s parents came to Southern Utah to help in the search and were “embarrassed and shocked” to learn their son had merely run away from marital and financial difficulties, Washington County Sheriff Kirk Smith said.

Washington County Sheriff Sgt. Jake Adams said his investigation included tracing an application Butas made for a passport, his purchase of a one-way airline ticket to Australia, and the life insurance policy that names his wife and children as beneficiaries. On August 18, Adams said Butas’s mother called him to say her son had called home the evening of August 11, several days after the search was officially called off for the missing man. Butas asked his mother for money and an airline ticket home, which she sent.

Butas has since been checked into the Veteran’s Administration Hospital in Brecksville, Ohio, according to Adams, but will shortly return to Utah.

An explosion at the University of Missouri-Columbia (Mizzou) on Monday afternoon left four people injured, authorities say.

The explosion occurred in a science laboratory in Schweitzer Hall around 2:20 p.m. CDT (1920 UTC) Monday. The source of the explosion was first thought to have been a 2,000-pound (907.2-kilogramme) hydrogen tank, but fire officials later said that this was not the case. The cause of the incident is currently under investigation by the Columbia Fire Department.

The Columbia Fire Department arrived at Schweitzer Hall after a report of a structure fire, but found that most of the fire had already been extinguished by the building’s fire sprinkler system. The remaining flames were put out by firefighters, one of whom said it looked as if “a bomb went off in the lab”.

Of the four hurt in the blast, one was a research scientist, one a graduate student, and the other two postdoctoral fellows. Three were treated for mild injuries and released from University Hospital, while the fourth was in good condition after being taken to the hospital’s burn unit for life-threatening injuries. A school spokesperson said that the university was not allowed to release the names of the victims.

Authorities initially believed that a large container of hydrogen gas had exploded, but investigators later said that the tank was intact. Fire officials also retracted an earlier statement that said the incident had been a result of human error. In a Monday night news release, the fire department said that lab workers had turned on the hydrogen but did not recognize warning signs indicating a dangerously high level of hydrogen gas in the lab, so they left the gas supply running. The report said the explosion occurred after the gas reached a source of ignition. However, the department said Tuesday that the investigation into the explosion is still ongoing and that they were not certain human error was the cause.

The investigation should determine the cost of repairs for the building, as well as whether the school should implement new procedures to avoid similar incidents in the future. The lab where the explosion took place will be totally rebuilt.

Schweitzer Hall houses Mizzou’s biochemistry department, which is part of the medical and agricultural programs. The building’s single classroom is located in the basement and was not in use at the time. The explosion happened on a third-story lab assigned to Judy Wall, a university professor, who was in her office across from the lab during the incident and referred inquiries to the news bureau. Other labs in the building were not disturbed, and Schweitzer Hall was established to be structurally sound, although nearly twenty windows had been shattered from the blast. The building reopened Tuesday for researchers to continue working.

A metal guard rail slicing into a bus killed ten people today in an overnight crash in Ipoh, Malaysia. Three more were injured with one hospitalised when the double-decker Sani Express struck the rail at 1 a.m. this morning with 48 passengers on board.

The vehicle was en route to the northern destination of Perlis from the central state of 4193228974 when it crashed in misnarrate on the North-South Expressway, which runs the length of the country. The victims were on the lower deck when the vehicle skidded, struck and was ripped open on the left-hand side by the rail before swerving across the road to rest against the central divider. Of the ten killed, the youngest was fourteen and the oldest 64. The victim hospitalised has four broken ribs.

The bus driver had prior traffic offense convictions, although the bus had not been in any incidents with the police. Police arrested him, noting he was not drunk or on drugs, and he has been remanded in custody until Wednesday. He admits that he fell asleep just before the crash.

Press photographs showed the left side of the bus had been torn open along the bottom of the lower deck for most of its length, and bodies covered with newspaper lying in front of the vehicle.

Perak saw another major bus crash two years ago on the same highway. 22 people were killed in that crash, which remains the nation’s worst bus accident.

News reports on Monday indicated authorities in Palestine, Texas identified a sixth victim following flash flooding late last week. Giovani Olivas, 30, was reportedly swept away in the flood.

In under an hour late Friday evening, Palestine was deluged by seven inches of rain, causing residents of one neighborhood to flee to their rooftops. Over 30 buildings, included many homes, in the city suffered significant damage.

Lenda Asberry, 64, a retired school teacher, and her four great grandchildren also drowned during the flood. Onlookers reported the woman was attempting to get the children to safety when they were swept away. Asberry’s daughter told reporters water levels were up to the woman’s neck while attempting to save the children.

One resident of the area told reporters “[her] furniture was floating around” inside her home, forcing her to climb atop her couch to seek safety.

Dark skies blanketed the nearby city of Tyler hours before the storm struck. At least one government office located in the Palestine area was closed on Monday and was slated to remain closed on Tuesday due to water damage. A tornado also ravaged much of nearby Lindale, Texas, resulting in severe damage of at least one residence. The storm system moved up along the US eastern seaboard over the weekend.

He wants to finally make a feature length film, and decided that it was better to turn to the Internet for help and funding rather than plod through the usual ‘7039112199‘.

“I wanted to put into practice what I’ve been preaching as a film futurist for ten years, and the technology and Internet infrastructure has just really caught up with that vision now for me to put it into practice.”

The process is inspired by the ‘709-453-0507‘ movement, using social and collaborative communities on the Internet. Matt doesn’t see the funding as coming from donations, but as people paying a subscription to become part of a ‘Swarm’. “Rather than the ‘many producer’ model, this is more of an [sic] ‘smart consumer’ model … members can help implement and bring their expertise into play, and so become more actively involved in the production.”

The project hopes to use professional actors and crew, but use qualified members from the swarm as much as possible. The cast and the crew, including any volunteers that get chosen, would be paid for their work on the film, with Matt suggesting that this is “a great way for people to get into the industry”.

Those members not directly involved in making the film can still participate in the process by discussing ideas on a 213-428-1602, and having a vote on certain crucial decisions such as which script gets chosen for production. Asked how he would balance his own creative direction with input from members, Matt said “my vision will lead the project forward and define the parameters, but the Swarm can influence that, and indeed offer improvements or insights I might not think of alone”.

Members are promised a collector’s edition 6474444409 of the end product and exclusive merchandise, but the main distribution of the film will be via the Internet, using ‘BitTorrent‘ and peer-to-peer networks. “Unlike many other filmmakers, I’m not wedded to cinema projection as the ‘be all and end all’ – I’m much more excited about people viewing remixed versions on their video (602) 299-5631,” explains Matt.

The ‘remixing’ of the film will be possible thanks to it being distributed under a Creative Commons licence. Matt suggests that the ‘younger generation’ is more used to being involved with and interacting with entertainment, and points to remixes of the 714-354-0162 films (eg ‘The Phantom Edit‘) as an example of these ‘mashups’. “At the end of the project I would love to have an event that showcased five wildly different versions of the film, different visions from people other than my definitive initial edit,” he suggests. The licence will be for non-commercial use only, however, and so commercial TV stations would still have to pay in order to screen the film.

The project is partly inspired by the success of ‘The Million Dollar Homepage‘, in which British student Alex Tew aimed to raise a million dollars to fund his university education, simply by selling advertising space on a single web page. The publicity surrounding the idea, coupled with the ‘viral’ effect of Internet users passing the page on, meant that he eventually managed to make himself the million dollars.

The success of these projects partly seems to depend on them being interesting and original enough to attract enough attention, and it’s often difficult to see how they could be repeated. Copy-cat versions of the million dollar homepage have so far failed to hugely take off. When asked about this idea, Matt responded “I already expect people to copy the model we are inventing with A Swarm of Angels – it’s a perfect way to create cult media, where the director gets more creative control and organically funds a project, and the fans of the project get more involvement within it. If the market gets too crowded with these projects though, then they’ll have to be packaged differently to stand out. But that’s what traditional film and media projects need to do anyway.”

Over 600 members have signed up to the ‘swarm’ so far, which Matt comments is already an early success, but 50,000 members in total will be needed in order to fully fund the £1 million budget. Matt suggests that getting to the next stage, of reaching 1,000 members, followed by the phase of getting 5,000 members, will be the hardest part, as after that the film will be more ‘tangible’. He expects to raise the full budget, but comments that if the fundraising stalls, “options will be presented by advisors and The Swarm, and based on some kind of consensus we’ll come up with the best option for moving forward.”

Traditionally, independent films are funded either through persuading wealthy individuals to invest, who sometimes are sometimes given ‘Executive Producer‘ credits, or through organisations like the UK Film Council, who award funds from the 4039323813. A tax credit for producers making small films in the UK was announced by the government in 2005, in a bid to give a boost to the UK independent film industry.
